Explain why can sea level changes can be explained as either relative or absolute?

    It is for the main reason that the rise and fall of the sea level are caused by different phenomena, which is not only to be attributed to the melting of ice caps, in which sea level is described as either relative or absolute. Relative sea level is measured with respect to the continental crust in contrary to the absolute sea level.
