If you measured all the energy related to motion and all the stored energy in the particles of a substance, you would be measuring the thermal energy of the particles. If there is movement of the particles, they are also releasing energy in the form of heat.

Heat is a form of energy which can be given off by any object above absolute zero, Heat capacity is the ability of an object to absorb heat before a resultant change in temperature, Thermal energy is what we measure if are measuring all the forms of energy of an object or particle whether it is kinetic or potential.
