When we observe a distant galaxy whose photons have traveled for 10 billion years before reaching earth, we are seeing that galaxy as it was when the universe was?

    When it was 10 billion years younger. Look far enough out into space and you see it before galaxies even formed. We see objects like quasars which we don't see in the modern day universe anymore.
