The correct option is E: the relationship can be described as a "negative linear relationship with outliers".

It's negative because the values on the y axis is decreasing as they are increasing on the x axis. It's a linear relationship because you can easily draw a straight line of best fit through the scatter plot. There is an outlier on the top right corner of the graph.
