    The territorial and economic changes that promoted German unity was the annexation of the Rhine lands by Napoleon. Germans did not like being ruled by the French. The creation of the German Confederation was weak and headed by Austria, and the creation of the Zollverein (economic union) which encouraged cooperation among the states.
