Taxation and user charges compare as government revenue sources, being revenues from taxation much greater than revenues from user charges, since the income from charges to users are isolated situations, that although, they happen all the time, there may be certain places, or cities where it do not happen so often, unlike taxes, which are a duty and a legal obligation and this ensures certain monthly and annual amounts for the public budget.
