    Constitutional amendments need not be signed by the president to become valid. However, a constitutional amendment is one of the proposals that requires more time for preparation, preparation and voting, since it will modify the Federal Constitution. In summary, these are the steps to be taken in order for the bill to become a constitutional amendment:

    Submission of a proposed amendment;

    Discussion and voting in the National Congress in two rounds, being considered approved when it obtains, in both, three fifths of the votes of the members of each one of the houses;

    If approved, it will be promulgated by the bureaus of the House of Representatives and the Federal Senate;

    If the proposal is rejected, it will be closed and the substance contained in it can not be subject to a new amendment in the same legislative session.
