How many state legislatures need to ratify a proposed amendment before it becomes part of the U. S. Constitution?

    Whether amendments are first proposed by the states or Congress, three quarters of the states must ratify (or approve) them before they become a part of the Constitution-the law of the land. There are a total of 27 amendments. The first 10 comprise the Bill of Rights, which was ratified in 1791.
