What personnel does not have the authority to recommend a course of treatment to any patient?

I believe the answer is medical assistant.

Medical assistant only authorized to provides support for the physicians in the Clinic settings.

They only had the capability to measures patient's vital signs, follow the physician's order, and record the result of the treatment ordered by the Physicians.
