If the government under the Articles of Confederation was so ineffective why were there no changes made to improve it

    All the states had to agree in order to pass an amendment to the Articles.

    I believe the answer is: All the states had to agree in order to pass an amendment to the Articles.

    Since than, the process to make an amendment has been changed. Now, the amendment could be proposed by the congress and only need the approval from two-thirds majority vote in both the House of Representatives and the Senates that represented each states.
