Both the prisoners and members of the military, delousing and shaving can seriously lead to mental disorder psychologically. All the people in the society will tend to see them as a miscreants.

Furthermore, it would also create low self esteem among them in the society. It is also pertinent to note that stripping it self can make people look you as a lunatic person not to talk of you being compel to do so.
