    Answer: The stage of human social and cultural development and organization that is considered most advanced. A civilization is generally an advanced stage of organisation. That means it has laws, culture, a regular way of getting food and protecting the people. Most civilizations have agriculture, and a system of government like monarchs or elections. They speak a common language, and usually have a religion of some kind. They teach their young the knowledge they need. All civilizations since the Sumerians and the Egyptians have had some kind of writing.

    A constitution is an aggregate of fundamental principles or established precedents that constitute the legal basis of a polity, organisation or other type of entity, and commonly determine how that entity is to be governed. Written in 1787, ratified in 1788, and in operation since 1789, the United States Constitution is the world's longest surviving written charter of government. Its first three words - "We The People" - affirm that the government of the United States exists to serve its citizens. The supremacy of the people through their elected representatives is recognized in Article I, which creates a Congress consisting of a Senate and a House of Representatives. The positioning of Congress at the beginning of the Constitution affirms its status as the "First Branch" of the federal government.
