James Monroe, the fifth US president, with his calm and prosperous administration, The Era of Good Feelings, had already some important achievements, like the settling conflicts over slavery, purchasing of Florida etc. As he wanted the development of the country, he asked the Congress the power to internal improvements. The government got involved in civil works, after the Congress passed two important laws. Another victory was the General Survey Act.
