Answer:I think they should try to deal wit the fundamental causes of social problems.

Explanation:you can deal with an issue in as practical and real way as you can but if the causes are not dealt with, this will mean the issue will come back and keep coming back no matter how hard you deal with it. Only if you tackle the cause of these problems you can then be assured that their effect are likely to decrease.
