I believe the answer is: is at risk for child maltreatment

A child need both psychological and physiological support from their parents.

Children would be considered to be 'experiencing maltreatment' if the parents fail to fulfill one or both of those needs.

In the example above, it seems that lauren is at risk in failing to fulfill both needs
