I believe the answer is: c. to promote peace and economic stability in Africa

The african union was founded in 2001. Each registered members of the African union would gather together once a year in order to discuss the economic policies that each of them should take in order to maintain the economic stability in Africa. Currently, there are 55 Countries that registered as its members.
