    Carl Vinson worked throughout his long tenure in the House of Representatives (represented Georgie from 1914-1965) to build up the US military, especially the navy. To this end, he was able to push several pieces legislation successfully to build up the US naval forces. The greatest of these build-ups was the Two-Ocean Navy Act, which increased the size of the US fleet by 70%, mainly in order to counter Japan in the Pacific.
