    After considering the shifts of the economic comeback to a college education throughout members of the population in America; people who are least likely to get college education, is most likely to benefit from college.

    This hypothesis is known as "the negative selection hypothesis".

    Which is derived from observing economic and non-economic conditions affecting college attendance, and studying the effects of finishing college on earnings; after the effects been properly estimated.
