The concept of oversight refers to the effort made by congress holding executive agencies accountable for their actions.

Congress needs to hold agencies accountable so that over agencies do not follow suit. If agencies were not held accountable for their actions, there would be little to no regulation for how others may be treated by the agencies and the work being completed.
