change the word "recall" to the word "rehearsal"

In order to make a lasting memory the long term connections of brain cells need to be made. These connections can be made by repeatedly exposing yourself to the thing you want to remember.

In the case of short term memory the connections are made and replaced by other memories in a short span of time.

Even after a long term memory connection has been made the brain needs to be exposed to the thing you want to remember or else they too will be replaced by newer memories.
