The correct answer is "during a possible collision".

The Navigation Rules can be broken, only if a collision with another vehicle such as boats is possible, in order to avoid harm and fatalities. Navigation Rules are closely related to traffic rules, wherein it instructs the driver of the boat to obey navigation rules in order to be safe, rules such as overtaking other boats, or crossing paths with other boats.
