Why do most economists favor tradable emissions allowances to the command-and-control approach to pollution?

    Costs tend to be lower when there are emissions allowances (or credits) for businesses and individuals. This gives those who create more pollution the ability to purchase these credits from companies and groups that use fewer and create less pollution.
