    D. FDR passed an order lowering the military draft age from 21 to 18 in November of 1942. In 1970, Senator Ted Kennedy proposed lowering the voting age to 18, which had previously been at 21. In March of 1971, President Richard Nixon signed the order. During the debate, citizen supporters cried "old enough to fight, old enough to vote!"
