    Means-end analysis is a problem-solving technique. When using it, we basically determine what our goal is and what obstacles we will have to overcome in order to achieve that goal. The obstacles end up becoming sub-goals, and overcoming all of them would mean the main goal has been conquered. If you want a promotion and are constantly checking to determine if you are closer to it, you are using that strategy. You're analyzing what obstacles have already been overcome and how many more are left.
