The correct answer is option A "Canada has admitted the highest number of immigrants to their country". According to the news, the government of Canada wants to admit 310,000 immigrants by the end of 2018, and expects to increase this number by 340,000 per year by 2024. This doesn't mean that Canada don't have strict immigration policies, it means that is making changes to admit more immigrants.
