I believe the answer is: Luther believed that salvation and justification come from faith alone.

Luther argued that faith does not exist because of the humanly effort that initiated by the believers.

He believed that faith is a form of gift that God has given to the people due to His mercy that give the people a chance to be saved by His Grace.
