Should leaders of big countries first practice on small countries?

    No, there is no requirement regarding any training to become a leader of a huge country.

    Explanation:

    There is a change in qualification according to the country"s laws, it may include citizenship, Religion, Sex of the candidate, etc. The leaders must come beneath those requirements only, at the same time no leaders demand to work in a tiny country to rule a large country. For example, the United States of America should some conditions to be a leader for that country, some of them are, he or she need to be a natural-born citizen of that country. And existed there for 14 years and individual candidates have to above the age of 35.
