At stage one is the stage of Kohlbergs theory in which the child is afraid of punishment. Stage one is in preconventional level of Kohlebergs theory. At this stage children obey because adults tell them to obey. Children base their moral decision on fear on punishment. The moral thinking is tied to punishment whereby children fear to be punished and hence do the correct thing.
