    Here is the fact covered lines conduct a large amount of energy, that energy is not contained by the cover. The energy goes over the cover because it doesn't work as an insulating but as a protective layer. Even birds conduct energy when they touch them, but they don't die because they don't make "land" which is the act o being a transmitter of energy to earth. And that is what kills you. Theoretically, you could touch them and not dying if you didn't make land but it is too dangerous to attempt that act.
