    Yes, I agree. Because the government normally thinks they have more power than people, but if the people wanted, then can revoke the control. The constitution is not used to control people.

    The constitution is a huge power, but if the people do not agree, they can easily do something about it. People do not believe in how strong we are together, and normally do no act because of that, is not about the lack of power, we can easily, take the law.

    The social contract is about the rules and the rulers, about the power of the state, how much power they have. In this case people have the power too. We can fight back the government.

This statement shows that Henry did not want an excessively powerful government.
