    One of the problems with the 1803 Constitution was that voters had very little influence on who ran executive offices like Attorney General and Secretary of State, or who sat on the State Supreme Court.

    The solution in the 1851 Constitution allowed for more power to be given to the people with major executive officials and judges to be elected by the popular vote.
