Why don't people rebel against brutal dictators?

    People don't rebel against brutal dictators out of fear - they are afraid of retribution if their rebellion fails, they don't know what atrocities the brutal dictator can do to them so they are afraid.

    Most people don't want to fight against brutal dictators, either because they know in the process the would get imprisoned or killed, they would either leave the country or give up on trying and deal with the harsh treatment
