    In a society, the function of laws is to control the behaviors and actions of individuals according to the principles of that society. In this way, all citizens must obey the laws and to ensure that society lives in peace and harmony.

    For Berns this harmony and peace should be maintained and encouraged, so he believed that the law should harshly punish those who do not obey it, ie the transgressors. Moreover, he argued that it was the obligation of good citizens to demand that the law punish transgressors.
