    In the 1980s, Georgia had one of the lowest unemployment rates in the United States and thus not enough workers for some industries.

    Carpet companies found a solution to their labor force shortage in Hispanic workers. Many of them were illegal immigrants from Mexico who started pouring in to the Dalton in large numbers.
