    Answer: already in 1917 Lenin initiated what could be called "revolutionary government". Soon there was the only political party: Communist Party. And he was in the lead. He became an absolute ruler.

    Explanation: in November 1917 elections to Constitutional Assembly took place. Bolsheviks got only 23,9%. In January 1918 Lenin ordered to disperse Constitutional Assembly. From that moment on he was an absolute ruler of Soviet Russia.
