Sometimes, a state will react differently to a buildup of another state's military capabilities depending upon whether they identify that other state as an enemy or a friend (e. g. the US might see a buildup of weapons in Canada as unproblematic, but be concerned about the same weapons-building process in North Korea). Provided that the US has experienced violent encounter with the North Korea before is eventually going to affect the meaning they associate with build up of weapons in North Korea when compared to Canada which they have never had an violent encounter with before.
