How does funding affect the ways the federal government and state governments work together?

If the states don't work with the government then it would be like the old times where you have different currency and everyone doesn't want to talk to anybody and so on but since you are talking about funding then what will happen is that there will be no money to give to the people and then we wouldn't have money to buy food and stuff and then everything will fall apart.
