Before 1829, law enforcement in London was a volunteer force of constables that served local parishes. Parishes were the lowest level of local government at the time and often consisted of as few as 300 inhabitants. Thus law enforcement was decentralized and varied greatly by region. If there was great civil disobedience, the army would intervene.
