I believe the answer is: In 1991 the goal was to end the takeover of Kuwait, while in 2003 it was to actually remove Hussein from power.

In 1991, the invasion was made to prevent soviet union to obtain control of Kuwait which had a huge amount of oil reserve.

In 2003, the invasion was aimed to remove Sadam Hussein who was charged with various human rights violation.

Hussein was considered to be in charge of a tyrannical country that exported terrorism and the US felt it needed to be stopped.
