Part II offenses of the Uniform Crime Reports (UCR) are excluded from the National Crime Victimization Survey (NCVS) for all of the following reasons except They are not that serious. Often the victims are willing participants. Many of them are considered victimless. The victims do not know that they have been victimized.

    The uniform crime reports (UCR) complies the data of all type of criminal behaviors that occurred in united states within a specific period of time.

    "The part II offenses" is a category within that report that is designed specifically to record petty crimes, such as loitering, being drunk on the street, vandalism, offering sex work, etc.

    Even though technically they are stilled considered as a violation of the law, compared to crimes such as murder, burglary, or Arson, the crimes recorded in the part ii are not that serious.
