    The Annapolis Convention, held in Annapolis, Maryland, on September 1786, was a convention called to discuss and remove the protectionist trade barriers that each state had erected, allowed by the Articles of Confederation which granted states sovereignty in most of their affairs.

    Although all thirteen states were invited to attend and address the issue in the convention, only delegates from fives states attended: New Jersey, New York, Pennsylvania, Delaware, and Virginia, while the other remaining eight states failed to arrive in time or decided to take no action at all.
