If Javier was a typical toddler, he will likely master both of the language in an early experience as he is still young, he had learned to adapt and input the language skills that he may acquire from his parents in which his language skill will proceed normally and with proper grammar in both languages.

Javier's language skills being exposed to both Spanish and English native speakers at an early age will allow him to learn both languages without any difficulties. I think being exposed to multiple languages at an early age is probably the best way to learn languages and perhaps will allow Javier to learn another language when he is older more quickly than others who were not exposed to multiple languages at a young age. Based on my experience, the younger one is exposed to languages it seems more natural to learn different languages.
