Suggest reasons why both men and women could become victims of gender based violence

In Peru for example the quantity of murders commited against women is very high and it is a national issue. Men are also subject to violence but being honest men in Perú are robbed mostly. However, in schools young men are sometimes bullied if they come from poor parts of the Andean region.
