Why did congressmen believe that Henry Clay could resolve the debate?

Congressmen probably believed that Henry Clay would resolve the debate over the Compromise of 1850 and the Fugitive Slave Act because he had successfully resolved a fiery debate over the spread of slavery with his Missouri Compromise in 1820.
