It is based on the taxpayers ability to pay taxes and taxes larger percentage of taxes form the high income group than the low income individuals. The major thought behind this tax is that the Lower income people spend major part of their earning in maintaining their standard of living while the rich ones can easily afford their basic necessities. It reduces the tax burden on the low income group. This system of taxation is used in US.
