What is meant by Machiavelli's belief that "the end justifies the means"?

    This means that some sacrifices need to be made to have a stable, rich and well-off society. These sacrifices can include the deaths of tome people, if a revolution is necessary to establish the new order. So "the end" means a wealthy state and "the means" means potential suffering needed to achieve it.
