    This happens because the Five house calendars are not calendars in the traditional sense, thus if a measure is listed on a calendar there is no guarantee that it will be considered on the House floor on that date.

    A combination of policy, political and procedural factors ultimately lead to the choice of measures on the calendar that the leadership will schedule for consideration as well as its order.
