    Vice President

According to the Constitution, the chairman of the Senate is the Vice President. He takes part in the vote only in the event of a tie (with a draw). Senate elects the president (or chairman) pro tempore (temporary, ang. President pro tempore), which every day (due to frequent absenteeism Vice President) chaired the meeting. But it has a casting vote - is because commonly longest serving senator from the party that has the majority at any given time. In the opinion of some of the president pro tempore is honorary function.
