Appropriations Act of 1871 meant that tribes were no longer classified as independent nations. Prior to this bill government negotiated with the Indian tribes when it came to land. The price was either money, farm animals or some form of service but with this bill, the federal government no longer needed to do any treaty with any tribe, enabling them to acquire lands once owned by the Indians.
