    Secularism is based on two principles: one, independence and autonomy between the State and religious communities, without State interference in strictly religious matters, rites and creeds, nor the embarrassment of a particular religion with the State; another, freedom of belief. Thus, contrary to what seems at first sight, the secular state is not opposed to religion, it is not synonymous with an atheist state, but, on the contrary, it allows the coexistence of various religious beliefs or communities in its territory.

    The right to religious freedom was declared as a fundamental human right in the 1948 Universal Declaration of Human Rights, which further recognized that freedom of thought and conscience is inherent in the right of belief.
